The system’s mandatory implementation will begin on 1 January 2023, instead of 1 October 2022
From 1 January 2023, to pre-registration of the Advanced Cargo Information System (ACI) will become mandatory for air freight as well.
The trial period of the pre-registration system for the air shipments, available from the 15th of May 2022, is extended to the end of December.
Originally supposed to take effect on October 1, 2022, the Egyptian government has just postponed the official launch of the Advance Cargo Information Air (ACI AIR) system to next year.
In 2021, the Egyptian customs had introduced the “Advanced Cargo Information” (ACI) electronic system for sea shipments, with the purpose of simplifying and speeding up the procedures for releasing goods.
Brief summary of the ACI procedure
The ACI process is as follows:
- Exporters must create and verify a CargoX account while importers are required to register on Nafeza and obtain electronic signature. The importer is required to register primary & detailed information about the shipment (including the VAT number of the importer and the exporter and the customs nomenclature of the goods -HS CODE) in order to request the issuance of the ACID number,
- Upon approval, Nafeza will issue the ACID number, which is the unique number indicating imported shipments to Egypt. The ACID number uniquely identifies the shipment and it is valid for 3 months. Nafeza will send the number to the Importer, Exporter & Bank.
- The exporter submits the documents (bill of lading, commercial invoice, and Packing list etc..) to Nafeza via Cargo X at least 48 hours before the vessel arrival at destination . The ACID number must be compulsorily reported on all documents relating to the shipment, together with the importer’s Tax Number and the exporter commercial registration number.
In relation to the certificates of origin (if required by the customer), the ACID number can be reported in the field No. 5 “comments” ; similarly, the ACID number can be reported in the field No. 7 “comments” of the EUR.1 forms (if required by the customer).
